Apply before you touch the lawn
Submit through the CVWD rebate portal while the lawn is still green or golden-brown with full thatch. You cannot apply on a dead or already-removed lawn.

Get pre-approved, then convert
Wait for written pre-approval before any work. Remove the turf and install desert-friendly landscaping, planting one native or desert-adapted tree per 250 sq ft removed to earn the full $3 per sq ft.

Inspect and get paid
Submit the completed project for inspection. CVWD reimburses the actual cost up to $3 per square foot, to a $30,000 maximum.
The two disqualifiers are starting before pre-approval and applying on a dead lawn. Apply first, while the grass is alive.
