Register and apply through the SCWA Cash for Grass site with your grass (dead or alive) still intact. Get SCWA pre-approval before you begin any work.

Plan a drought-resistant landscape
Design the conversion with drought-resistant landscaping and drip irrigation. Plan the work so you can finish within 120 days of acceptance.

Install within 120 days
After acceptance, remove the grass and install the new landscape with drip irrigation within 120 days. Take after photos and keep itemized receipts.

Submit and get paid
Submit your after photos and receipts. The rebate is issued within roughly 6 to 8 weeks after the project inspection is approved, at $1 per square foot up to $2,000.
SCWA requires pre-approval with your grass still intact and gives you 120 days from acceptance to finish. Apply before you remove anything, then plan the install around the deadline.
