    Get pre-approval first

    Apply through City of Sacramento Utilities and get pre-approval before starting any work. Confirm you are a City of Sacramento Utilities water customer.

    Design to the plant and irrigation rules

    Plan at least 5 plants from the preferred plant list reaching 60% coverage at maturity, with drip irrigation and a WaterSense smart controller (or hand watering) and 2 to 5 inches of mulch.

    Install and document

    After pre-approval, remove the grass, install the irrigation and plants, and add mulch. Take after photos and keep itemized receipts.

    Submit and get paid

    Submit your after photos and receipts to receive $1.50 per square foot, up to $3,000 residential (or up to $50,000 commercial).
