How to Apply for St. George, Utah Water Rebates
WCWCD WELP pays $3/sq ft for the first 1,000 sq ft and $2/sq ft beyond that for qualifying conversions in St. George and surrounding cities. Minimum 300 sq ft. Apply and pass the pre-conversion site visit before starting. Apply at wcwcd.gov/welp.

Application Steps

Submit the WELP pre-conversion agreement at wcwcd.gov/welpagreement before starting
Go to wcwcd.gov/welpagreement and complete the Water Efficient Landscape Program participation agreement. Include your property address, the planned conversion square footage, and a description of the proposed water-wise replacement landscaping. Do not remove or kill any lawn before the pre-conversion inspection is completed and approved.

Complete the pre-conversion inspection with WCWCD
WCWCD will schedule a pre-conversion site visit after you submit the agreement. The inspector confirms the existing lawn area, measures the planned conversion zone, and verifies the lawn is living. Starting lawn removal before the inspection disqualifies the project.

Remove the grass and convert to water-efficient landscaping
After receiving approval from WCWCD, remove the qualifying grass and convert the area to a permeable surface on drip irrigation with a filter and pressure regulator, reaching at least 50% living plant cover at maturity for the yard. WCWCD does not require before or after photographs or itemized receipts.

Request the final site visit and receive your rebate
Let WCWCD know the project is complete and it will schedule the final site visit to verify the conversion meets program requirements. After that you sign the perpetual conservation easement on the converted area, and the rebate is issued at $3/sq ft for the first 1,000 square feet and $2/sq ft for any area beyond that.
Apply at wcwcd.gov/welp before starting any work. The pre-conversion site visit must be complete before removing any grass, and the converted area carries a perpetual conservation easement (Washington County Water Conservancy District WELP, last verified September 2026).
