Commercial and HOA landscape grants in Colorado
Colorado water providers fund landscape conversion on property that a homeowner rebate will not touch: HOA common areas, multifamily complexes, office parks, schools, and civic grounds. The awards are larger than residential rebates, and they are also slower, because most of them want a site consultation and an approved plan before any grass comes out.

- The largest Colorado awards are matching grants, not per-square-foot rebates, so the program pays a share of documented project cost rather than a flat rate.
- Consultation slots and application windows open months before the deadline, and they fill. Missing the consultation window usually means waiting a full cycle.
- Plant coverage minimums are common: a converted area typically has to reach around half living plant coverage at maturity, which rules out gravel-only conversions.
- Removing turf before you have written approval disqualifies the project under most of these programs.

Large Property Turf Replacement Rebate Program

The City and County of Broomfield pays non-residential water customers a per-square-foot incentive for turf conversion. Eligible applicants include businesses, HOAs, multi-family complexes, schools, parks, and faith-based organizations. Converted area must maintain at least 50 percent living plant coverage at maturity; properties under a Planned Unit Development require an Administrative Modification Application. Pre-approval (a General Application with photos) is required before any turf removal begins (City and County of Broomfield, Large Property Turf Replacement Rebate Program, last verified August 2026).
Timing: Rolling. Final inspection and documentation must be complete by November 1.

Collaborative Water-Efficient Landscape Grant Program
Northern Water · Northern Colorado, CO
$25,000 per project (1:1 matching funds)
Northern Water awards matching grants for converting high-water landscapes to water-efficient, climate-appropriate planting on property inside its service boundaries. Eligible applicants are public or private facilities including cities, enterprises, nonprofits, businesses, schools, multifamily properties, and HOA-managed areas. Funding is a dollar-for-dollar match against the applicant spend and is paid only after the project is complete. A site consultation with Northern Water staff is required before an application can be submitted.
Timing: Consultations June to September 2026, applications October 1 to December 1 2026, notifications late January 2027, projects complete by September 30 2027. 2026 consultation slots are full; a 2027 waitlist is open.
What the program requires
- Project located within Northern Water service boundaries
- Converted area of at least 1,000 square feet
- Landscape designed to use substantially less water than traditional landscape
- At least 50 percent plant coverage when plants are mature
- No artificial turf, invasive plants, or impermeable surfaces in the converted area
- Site consultation with Northern Water staff before applying
- Application package includes photos, site plan with dimensions, cost breakdown, water-use data, maintenance plan, leadership approval, and permits
