How to Get the Lawn Replacement Program

What you get
City of Boulder Water customers get a $1.75/sq ft subsidy (up to $750) toward Resource Central's turf removal service. Resource Central provides the crew, equipment, and composting — you pay only $1/sq ft for the first 428 sq ft. After the crew removes turf, you must plant at least 50% water-wise plants within 6 months. Minimum 200 sq ft. Slots fill by mid-summer.

- Active City of Boulder Water Utility residential account

- Pre-approval through Resource Central before any turf removal
- Must plant at least 50% water-wise plant material within 6 months of removal
Before you start
Do not remove turf or begin work before you have written approval. This program requires pre-approval. Starting early can disqualify the project even if everything else is correct.
Apply early in the calendar year — 2026 slots fill quickly. Resource Central provides the removal crew; you cannot hire a separate contractor for this program.

Apply and get written approval first
Submit your application to Resource Central / City of Boulder Water and wait for written approval before you remove any turf or start work. Starting early is the most common reason a rebate is denied.

Replace your lawn with the qualifying landscaping, following the eligibility requirements above.

After the work is done, submit your claim on the official program page. Confirm the exact forms, receipts, and any photos they require there, since those vary by program.
