The City of Clive Stormwater Assistance Program (SwAP) reimburses residential property owners 25-50% of project cost, up to $4,000, for rain gardens, native landscaping and turf conversion, permeable pavers, erosion/drainage-control practices, and retention basins. City approval is required before any work begins; installation without approval is not guaranteed reimbursement (rain barrels and cisterns are handled separately at lower caps, not counted in this figure) (City of Clive Public Works; last verified July 2026).

Before you start
Do not remove turf or begin work before you have written approval. This program requires pre-approval. Starting early can disqualify the project even if everything else is correct.

Fill in the application fields here, attach the four before photos, the site plan, the cost summary, the project schedule, and the ISWEP checklist if required. Export your packet and return it to Cliv

Pre-construction meeting, then build
Reimbursement requires a pre-construction meeting with you, your contractor, and city staff during regular business hours, plus any design modifications the Water Resources Engineer requests. Call Iow
