How to Get the Stormwater Assistance Program (SwAP)

What you get

The City of Clive Stormwater Assistance Program (SwAP) reimburses residential property owners 25-50% of project cost, up to $4,000, for rain gardens, native landscaping and turf conversion, permeable pavers, erosion/drainage-control practices, and retention basins. City approval is required before any work begins; installation without approval is not guaranteed reimbursement (rain barrels and cisterns are handled separately at lower caps, not counted in this figure) (City of Clive Public Works; last verified July 2026).

What applying usually looks like

   Apply and get written approval first

   Submit your application to City of Clive and wait for written approval before you remove any turf or start work. Starting early is the most common reason a rebate is denied.

   Do the conversion

   Replace your lawn with the qualifying landscaping, following the eligibility requirements above.

   Submit your claim

   After the work is done, submit your claim on the official program page. Confirm the exact forms, receipts, and any photos they require there, since those vary by program.
