Found during the 2026-08-17 discovery sweep, closing a carry-forward lead opened 2026-07-31 that was blocked on exactly one question: whether the credit clears the roughly $20 a year triviality floor that this directory uses to exclude token fee credits. It does, but only just. The prior blocker was that the Credits Manual PDF is footered "Draft" and quotes a 2013 fee, while the current per-unit rate 404ed; this pass resolved it by confirming the CURRENT fee ($20.77 per 200 sq ft billing unit, about $291 a year average) on the City's own live FAQ pages, and confirming the point schedule in the Manual still linked from the current program page. The published thing is the 10 percent rate; the roughly $29 a year is arithmetic on the current fee and is presented as approximate rather than as a published figure. This is a fee credit, so preApprovalRequired is false: you install the practice and then file, unlike the cost-share programs in this batch.
