How to Get the Wisescape Landscape Rebate
City of Moscow Public Works & Services · North Idaho (Latah County), ID
What you get
The City of Moscow rebates the conversion of irrigated lawn to Wisescape (water-wise) landscaping for active City of Moscow water customers. A minimum conversion of 300 square feet is required, the minimum rebate is $150, and square footage beyond 300 square feet earns $0.75 per square foot up to a maximum of $2,500 for single-family and small multi-family properties, or $5,000 for commercial and large multi-family buildings. Square footage in the tree lawn or parking strip (between the street and sidewalk) may earn a bonus of $0.50 per square foot. A site inspection is required before removal begins, and a completion inspection before the check is issued (City of Moscow Water Conservation Rebate Application; last verified July 2026).
- Residential: $150 minimum; $0.75/sq ft beyond 300 sq ft, up to $2,500 (plus a $0.50/sq ft tree-lawn bonus)
- Commercial: Up to $5,000 for commercial/large multi-family

Before you start
Do not remove turf or begin work before you have written approval. This program requires pre-approval. Starting early can disqualify the project even if everything else is correct.
Application window: Ongoing; rebates are only valid on or after April 20, 2026. Apply before starting work.
Idaho's second directory entry alongside Nampa "in Bloom WaterWise." Open to both residential and commercial customers. The rebate is a base-plus-marginal structure ($150 floor for the first 300 sq ft, then $0.75/sq ft), not a flat $150, and the $5,000 figure is the commercial/large multi-family per-project maximum rather than a program-wide pool.
