How to Get the Stormwater Homeowner Grant Program

What you get

Norwalk reimburses homeowners up to 50% of a project cost to a maximum of $1,500 per property for stormwater practices including rain gardens, infiltration practices, grassed swales, erosion control, and soil quality restoration. Rain barrels are capped separately at 50% or $75, one per address. City staff must pre-approve the project before any material is purchased or work begins, and applications are reviewed first-come, first-served with funding not guaranteed (City of Norwalk Community Development; last verified August 2026).

• Non rain-barrel applications due by May 1 for the July 1 to June 30 fiscal year; receipts due by June 1
• City access for feasibility evaluation plus mid-construction and final inspection
• Practice maintained a minimum of three years with annual City inspection

   Apply and get written approval first

   Submit your application to City of Norwalk and wait for written approval before you remove any turf or start work. Starting early is the most common reason a rebate is denied.

   Replace your lawn with the qualifying landscaping, following the eligibility requirements above.
