Washington Water Rebates

Spokane, Washington Water Rebates

SpokaneScape is the City of Spokane Water Department turf replacement program for the high desert climate of Eastern Washington. It pays $0.50 per square foot, up to $500, as a credit on your utility bill when you swap water-intensive grass for drought-tolerant plants and mulch. A pre-inspection appointment has to happen before you remove any grass, and you submit a landscape design plan with a plant list as part of the application.

How to apply

  1. Confirm you are a City of Spokane Water customer
  2. Submit a landscape design plan with total square footage, a plant list, and two photos of the project area
  3. Schedule and pass the pre-inspection appointment before removing any grass
  4. Remove the lawn and install the water-wise landscape: drought-tolerant plants at half coverage, mulch, and efficient irrigation
  5. Pass the final inspection to receive up to $500 as a utility bill credit

What you'll need

  • City of Spokane Water account number
  • Landscape design plan with total square footage
  • Plant list
  • Two photos of the project area

Pollinator Patch can help: It picks Spokane-appropriate drought-tolerant plants for the Eastern Washington high desert, designs an HOA-friendly layout that meets the half-coverage and mulch rules, and assembles the plant list and design plan for your application.

Avoid these mistakes

  • Don't remove your grass before the pre-inspection. The appointment has to happen first or the project does not qualify.
  • Don't expect a cash payment. The rebate arrives as a credit on your Spokane utility bill.
  • Don't drop below half live plant coverage at maturity or leave soil bare without bark or rock mulch.

Spokane Water Rebate FAQs

How much does SpokaneScape pay?
$0.50 per square foot of grass removed, up to $500 in utility bill credits (City of Spokane Water Department SpokaneScape, verified June 2026).
Can I remove my grass first and apply later?
No. A pre-inspection appointment has to happen before you remove any grass. Starting early disqualifies the project.
Is the rebate a check or a bill credit?
It is a credit on your City of Spokane utility bill, not a cash payment.
How long do I have to finish?
You have two years to complete the project, and a final inspection releases the credit once it passes.
