Utah Water Rebates

St. George, Utah Water Rebates

The Washington County Water Conservancy District runs the Water Efficient Landscape Program (WELP) for St. George and the surrounding southern Utah cities. It pays $2 per square foot to replace grass with water-efficient landscaping, with a 300-square-foot minimum. Two rules matter most: you have to pass a pre-conversion site visit before you start, and the converted area carries a perpetual conservation easement, so it stays water-efficient permanently.

$2 / sq ft

Water Efficient Landscape Program (WELP)

How to apply

  1. Confirm your property is in the WCWCD service area and has at least 300 sq ft of grass to convert
  2. Apply through the WELP portal with photos of your existing grass
  3. Pass the pre-conversion site visit and get approval before starting any work
  4. Convert the area to at least 50% living plant cover at maturity
  5. Submit after photos and accept the conservation easement to receive $2 per sq ft

What you'll need

  • Proof of WCWCD service-area residency
  • Before photos of the existing grass
  • Pre-conversion site visit approval
  • After photos and itemized receipts
  • Signed conservation easement agreement

Pollinator Patch can help: It picks southern Utah and Mojave Desert natives suited to St. George, designs an HOA-friendly layout that meets the 50% living cover rule, and assembles your before-photo packet for the pre-conversion visit.

Avoid these mistakes

  • Don't start the project before approval and the pre-conversion site visit. Starting early makes the conversion ineligible.
  • Don't fall below 50% living plant cover at maturity. The converted area has to meet that threshold.
  • Don't overlook the perpetual conservation easement. The area must stay water-efficient permanently.

St. George Water Rebate FAQs

How much does Washington County pay to remove grass?
$2 per square foot of grass replaced with water-efficient landscaping, with a 300-square-foot minimum (Washington County Water Conservancy District WELP, verified June 2026).
Can I start my project first and apply later?
No. Starting the project before application approval and the pre-conversion site visit makes the conversion ineligible.
How much plant cover do I need?
The converted area must have at least 50% living plant cover at maturity to qualify for the rebate.
Is there a long-term commitment?
Yes. The rebate is tied to a perpetual conservation easement on the converted area, so it has to stay water-efficient permanently.
