Pass the pre-installation inspection
Avondale requires an inspection and written pre-approval of your xeriscape design before any grass comes out. Plan plants from the ADWR Phoenix AMA low-water-use list with 75% coverage at maturity.

Remove grass and install
After approval, remove the grass and install your low-water plants and features. Keep before photos and itemized receipts.

Final inspection and rebate
