Arizona cities offer strong incentives to replace water-hungry grass with desert-friendly landscaping. Gilbert pays up to $3,000, Mesa up to $2,100, and Chandler $1.50/sq ft, with additional programs in Phoenix, Scottsdale, and Tempe. Tucson Water's widely cited $5/sq ft program ended March 1, 2026 — confirm current offerings with Tucson Water before planning.

How to apply for Arizona rebates

  1. 1.Apply for pre-approval before you start. Starting work first is the most common reason applications get denied.
  2. 2.Take before photos of the area you plan to convert, then matching after photos from the same angles once the work is done.

Residential grass removal incentive program for converting turf to low-water desert landscaping. Phoenix also operates a separate non-residential grass removal program for commercial properties and HOAs.

Scottsdale also offers smart irrigation controller rebates, pool/spa removal rebates, and separate programs for multifamily and HOA properties.

Up to $2,100 for removing established grass and replacing with low-water-use desert plants. Minimum 500 sq ft of healthy grass required. Converted areas must have 50% plant canopy coverage at maturity. Tree bonus adds up to $100.

Mesa also offers separate programs for commercial customers and HOAs (up to $50,000 at $2/sq ft with 2,500 sq ft minimum).

This program ended March 1, 2026 and is no longer accepting applications. While active, it paid $5 per square foot to replace ornamental turfgrass with low-water landscaping, plus $100 per new tree and $1 per gallon of rainwater harvesting basin capacity. The program replaced over 105,000 sq ft of turfgrass and saved nearly 4 million gallons of water annually. Tucson Water has not announced a successor program as of last verification — check their website for any new offerings.

Sunset program retained for reference. Tucson Water customers should check the Tucson Water website for any successor turf-removal incentive.
