The City of Flagstaff runs a Low Water Landscape Program that pays $1.00 per square foot to convert a traditional irrigated lawn to low-water, ideally native plants. At least 50% of the converted area has to be low-water plants, and rock cover cannot exceed 20% of the new ground cover. The program needs a pre-inspection before you start and a final inspection before the rebate is issued as a credit on your water account. Artificial turf is not eligible.

How to apply

  1. Contact Flagstaff Water Conservation at (928) 213-2116 for the initial inspection and lawn measurement
  2. Develop a site plan with low-water, ideally native, plant selections
  3. Submit the application with the approved site plan
  4. Complete the conversion: at least 50% low-water plants, rock cover under 20%, drip irrigation
  5. Schedule the final inspection to receive $1.00 per square foot as a water account credit
