Arizona Water Rebates
Flagstaff, Arizona Water Rebates
The City of Flagstaff runs a Low Water Landscape Program that pays $1.00 per square foot to convert a traditional irrigated lawn to low-water, ideally native plants. At least 50% of the converted area has to be low-water plants, and rock cover cannot exceed 20% of the new ground cover. The program needs a pre-inspection before you start and a final inspection before the rebate is issued as a credit on your water account. Artificial turf is not eligible.

- City of Flagstaff water account number
- Initial inspection and lawn measurement
- Site plan with low-water plant selections
- Completed application
- Final inspection confirmation
Pollinator Patch can help: It picks Flagstaff-appropriate Colorado Plateau natives for the higher-elevation Northern Arizona climate, designs an HOA-friendly layout that holds 50% plant cover under the 20% rock cap, and assembles your site-plan packet for the inspection.
Avoid these mistakes
- Don't start the conversion before the initial inspection and lawn measurement. They have to come first.
- Don't install artificial turf, spray irrigation, or water features. None of them are eligible.
- Don't exceed 20% rock cover or drop below 50% low-water plants. Both thresholds are required.
