City of Las Vegas residential customers served by the Las Vegas Valley Water District (LVVWD) can receive a combined $7 per square foot for removing grass and replacing it with SNWA-approved water-smart landscaping. The $7/sq ft rate combines the SNWA Water Smart Landscapes base rebate ($5/sq ft) with the LVVWD supplemental add-on ($2/sq ft). The minimum qualifying area is 400 square feet. A mandatory pre-conversion site visit from SNWA or the participating water utility is required before removing any grass — projects started without a pre-visit are not eligible. Replacement landscaping must use drip irrigation with filters and low-flow emitters, and must achieve at least 50% plant coverage at maturity from the SNWA-approved plant list (last verified May 2026, snwa.com).
Common steps for every program in this guide
- Apply online at snwa.com and schedule the mandatory pre-conversion site visit. Go to snwa.com/rebates/wsl/index.html and submit the Water Smart Landscapes application. Include your water utility account number, the address, and the estimated square footage of grass to convert. SNWA will contact you to schedule the pre-conversion site visit. Do not remove any grass before the site visit is completed.
- Complete the pre-conversion site visit. SNWA or the participating utility will send an inspector to measure the existing grass, verify the area qualifies, and confirm the planned drip irrigation design. Removing grass before the site visit disqualifies the project. After the visit, you will receive approval to proceed.
- Remove grass and install SNWA-approved xeriscape with drip irrigation. After the site visit approval, remove the qualifying grass and install the drip irrigation system (with filters and low-flow emitters), SNWA-approved desert plants, and decomposed granite or other approved ground cover. At least 50% of the area must be covered by plants at maturity. Photograph before and after and keep all receipts.
- Request post-conversion inspection and receive combined rebate. After completing the project, contact SNWA to schedule the post-conversion inspection. The inspector will measure the converted area, verify plant coverage and drip irrigation. After approval, LVVWD customers receive the combined $7/sq ft (or $4.50/sq ft above 10,000 sq ft). Payment is issued per the standard program timeline.
