Park City, Utah Water Rebates

Park City and Weber Basin Water Conservancy District jointly administer a Landscape Incentive Program that pays $3 per square foot for converting qualifying lawn to xeriscape. The residential maximum rebate is $15,000. Applicants must submit both a site plan and an irrigation plan to Park City Planning before any turf removal begins. Applications go through mywater.weberbasin.gov, with a copy to the Park City water conservation office.

How to apply

  1. Prepare a site plan and irrigation plan before applying. Sketch a site plan showing the lawn area to be converted and the proposed xeriscape layout, including plant placements and mulch areas. Prepare an irrigation plan showing the proposed drip or low-volume irrigation system. These are required before Park City will approve the application.
  2. Submit the application at mywater.weberbasin.gov and email savewater@parkcity.org. Apply through the Weber Basin portal at mywater.weberbasin.gov. When submitting, send a copy of your application and plans to savewater@parkcity.org. Include your property address, the planned conversion square footage, and your site and irrigation plans. Wait for written pre-approval before removing any lawn.
  3. Complete the lawn removal and xeriscape installation after pre-approval. Once you receive written approval from Weber Basin and Park City, remove the qualifying lawn and install the approved xeriscape plan. Photograph the conversion area before and after. Retain all receipts for plants, mulch, irrigation materials, and contractor work.
  4. Schedule a post-conversion inspection and receive your rebate. Contact Weber Basin or Park City to schedule the post-conversion inspection. The inspector will verify the converted area against the approved site plan and confirm plant coverage and irrigation. After approval, the $3/sq ft rebate (up to $15,000) is processed.

Why do I need both a site plan and an irrigation plan?
Park City requires both documents to confirm the xeriscape design is appropriate for the site and that low-volume irrigation will replace the existing overhead sprinklers. Submitting incomplete documentation delays approval. Prepare both plans before starting the application to avoid back-and-forth with the review process.
How does the $15,000 residential cap work?
The $3/sq ft rate is applied to the total converted area. The residential rebate is capped at $15,000, which corresponds to 5,000 square feet. Projects larger than 5,000 square feet still qualify but receive a maximum of $15,000 regardless of total area converted.
Is Park City in the Weber Basin Water Conservancy District?
Yes. Park City is within the Weber Basin Water Conservancy District service area, which also covers Davis, Weber, Morgan, and Summit counties. The Park City program combines Weber Basin funding with city conservation requirements, which is why Park City has additional documentation requirements beyond the standard Weber Basin program.
