How to Get the Stormwater Management Fee Credit Program (Single Family)

What you get

The City of Newberg reduces the single-family stormwater management fee by a fixed published percentage for on-site improvements that exceed City design standards: 25% for a rain garden, 10% for a vegetated swale or infiltration planter, 10% for qualified on-site shade trees, 10% for a pervious patio or walkway, and 25% for an all-pervious driveway, in any combination up to a 35% maximum. The rain garden must be an on-the-ground type with an overflow feature; rain barrels are not accepted. No engineer certification is required for the rain garden, swale, or tree conditions (City of Newberg Stormwater Management Fee Credit Manual for Developed Single Family Properties; last verified July 2026).

• Developed single-family residential property in Newberg
• On-site improvement exceeding City design standards and permitted conditions

• Qualified shade trees at minimum 1 inch caliper or 6 inch circumference and at least 8 feet tall; shrubs and trees in the public right-of-way are not eligible
• Two photographs of the rain garden, one showing the overflow
• Annual renewal by December 31; City right-of-entry to inspect
