Application Steps

   Use the Mesa xeriscape qualifier tool to confirm eligibility

   Visit apps.mesaaz.gov/xeriscape and answer the eligibility questions. The tool confirms whether your address is a Mesa Water customer, estimates your incentive based on planned square footage, and walks through the qualifying requirements.

   Submit the incentive application at mesaaz.gov before starting work

   Apply online at the City of Mesa Residential Grass-to-Xeriscape program page. Include the planned square footage, your Mesa Water account number, and your tree selections if applicable. Your application date determines your place in the funding queue.

   Complete the grass removal and xeriscape installation

   Remove qualifying turf and install drought-tolerant plants at planned spacing. At least 50% of the converted area must be covered by plants at maturity. Photograph the work before and after and keep all receipts.

   Schedule a post-conversion inspection with Mesa Water

   Contact Mesa Water Conservation to schedule the verification inspection. The inspector will measure the converted area, verify plant coverage and species, and confirm any qualifying trees for the tree bonus.

   Receive your incentive payment

   After the post-conversion inspection is approved, Mesa will process the incentive: $750 (500–999 sq ft), $1,000 (1,000+ sq ft), plus the tree bonus amount. Payments are issued per the program schedule.
