Mesa Water administers the Residential Grass-to-Xeriscape and Tree Bonus Incentive Program, which pays $750 for converting 500 to 999 square feet of turf, or $1,000 for converting 1,000 square feet or more. A tree bonus adds $50 to $100 per qualifying drought-tolerant tree, bringing the maximum incentive to approximately $2,100. At least 50% of the converted area must be covered by plants — not artificial turf alone. Funds are limited and awarded first come, first served.

Common steps for every program in this guide

  1. Use the Mesa xeriscape qualifier tool to confirm eligibility. Visit apps.mesaaz.gov/xeriscape and answer the eligibility questions. The tool confirms whether your address is a Mesa Water customer, estimates your incentive based on planned square footage, and walks through the qualifying requirements.
  2. Submit the incentive application at mesaaz.gov before starting work. Apply online at the City of Mesa Residential Grass-to-Xeriscape program page. Include the planned square footage, your Mesa Water account number, and your tree selections if applicable. Your application date determines your place in the funding queue.
  3. Complete the grass removal and xeriscape installation. Remove qualifying turf and install drought-tolerant plants at planned spacing. At least 50% of the converted area must be covered by plants at maturity. Photograph the work before and after and keep all receipts.
  4. Schedule a post-conversion inspection with Mesa Water. Contact Mesa Water Conservation to schedule the verification inspection. The inspector will measure the converted area, verify plant coverage and species, and confirm any qualifying trees for the tree bonus.
  5. Receive your incentive payment. After the post-conversion inspection is approved, Mesa will process the incentive: $750 (500–999 sq ft), $1,000 (1,000+ sq ft), plus the tree bonus amount. Payments are issued per the program schedule.

What is the minimum amount of grass I need to remove to qualify?
The minimum qualifying area is 500 square feet. Conversions below 500 square feet do not qualify for the Mesa incentive program.
Does artificial turf count toward the 50% plant coverage requirement?
No. At least 50% of the converted area must be covered by living drought-tolerant plants at maturity. Artificial turf does not count toward the plant coverage requirement, though it may be used in combination with plants as long as the plant coverage threshold is met.
How much is the tree bonus and how many trees qualify?
The tree bonus is $50 to $100 per qualifying drought-tolerant shade tree planted as part of the conversion. The number of trees that qualify and the per-tree rate depend on tree species and placement. The combined base incentive plus tree bonuses can reach approximately $2,100.
Does Mesa offer a commercial xeriscape rebate?
Yes. Commercial Mesa Water customers can receive $2 per square foot for removing a minimum of 2,500 square feet of grass, up to $50,000 per year. The commercial program has separate application requirements from the residential program.
