Scottsdale's Residential Grass Removal Rebate pays $2 per square foot (up to $5,000) to remove warm-season turf and replace it with approved low-water, Arizona-friendly plants.   1. Sign up for email notifications to know when the 2026 season opens. The 2026 season has not opened as of May 2026. Sign up for Scottsdale Water Conservation email alerts so you are ready to apply on day one. First-come, first-served programs fill fast.
  2. Review the Selected Plant List before designing your replacement landscape. Replacement plants must be on the city's Selected Plant List (Arizona-friendly, low-water-use xeriscape species). Plan your plant list before applying so the pre-inspection review goes quickly.
  3. Submit your application with before-photos on the season opening day. When the program opens, submit the application online with your current Scottsdale Water bill, before-photos of the existing grass, and your proposed landscape plan citing the Selected Plant List. Applications are first-come, first-served until funding is exhausted.
  4. Receive a Notice to Proceed — then and only then remove the grass. After your pre-inspection is approved, Scottsdale Water sends a Notice to Proceed email. Do not remove any turf before this arrives. Removal without it cancels your eligibility.
  5. Complete the project and submit after-photos. Complete the replacement planting within one year of application. Upload after-photos and completion documentation through the secure link in your Notice to Proceed email. Scottsdale reviews documentation in approximately 2 business weeks, then issues a rebate check within 4–6 weeks.

When will the 2026 Scottsdale grass removal rebate season open?
As of May 2026, the 2026 season opening date has not been announced. Historically, the season opens in May. Sign up for email alerts at scottsdaleaz.gov/water/water-conservation/rebates to be notified. Contact the Water Conservation Division at 480-312-5650 or WaterConservation@ScottsdaleAZ.gov if you need a current update.
What is the minimum project size?
You must remove at least 500 square feet of warm-season grass to qualify for the residential rebate. There is no stated maximum project size, but the rebate caps at $5,000 ($50,000 for multifamily/HOA/commercial), which represents 2,500 square feet at $2/sqft.
Can I replace turf with artificial grass and still get the rebate?
Not entirely. Scottsdale's program requires replacement with approved low-water plants from the Selected Plant List. Artificial turf alone does not qualify. A mixed design that includes artificial turf alongside a significant area of approved low-water plants may be acceptable, but check with the Water Conservation Division before designing your project.
Does Scottsdale's rebate cover HOA common areas or only private yards?
HOA common areas fall under the Multifamily/HOA/Commercial (MHC) rebate program, which offers the same $2/sqft rate up to $50,000. The MHC program follows the same pre-approval process. The 2025 MHC season closed March 31, 2026; the 2026 MHC season is expected in spring/summer.
