Austin Water WaterWise Landscape (multifamily and HOA)
This is the turf conversion program. Austin Water rebates multifamily and homeowners association properties for converting healthy turfgrass to native and adapted plant beds. It is the same WaterWise Landscape rebate offered to homeowners, with a separate application track and a few extra rules for multifamily and HOA applicants: the conversion area may not use gravel or stone, and right-of-way areas do not qualify (Austin Water, WaterWise Landscape rebate, last verified July 2026).
Watch out: Austin Water states that work started before it approves the application will not qualify, and it may require a site visit to verify the conversion. Start the application before anything comes out of the ground.

Austin Water WaterWise Rainscape
A separate Austin Water rebate for native plant landscape modifications on commercial and multifamily properties. It sits alongside WaterWise Landscape on the same commercial hub, so a property with both turf to convert and drainage to manage should check which track fits the work (Austin Water, commercial rebates hub, last verified July 2026).

Austin Water Irrigation System Improvement
For commercial, multifamily, and institutional Austin Water customers making improvements that raise the water efficiency of an existing irrigation system. This is the natural companion to a turf conversion: the beds that replace the lawn rarely need the zone layout the lawn did (Austin Water, commercial rebates hub, last verified July 2026).

SAWS Commercial Custom Rebate (San Antonio)
San Antonio Water System offers commercial account holders a negotiated cash rebate for installing water-saving equipment or adopting new water-saving processes. The amount is sized to documented long-term water savings, the life of the equipment, and the return on investment, which is what makes it suited to larger projects (San Antonio Water System, Commercial Custom Rebate, last verified July 2026).
Read this before you bid it as a landscape rebate: the Commercial Custom Rebate is a general water-savings program, not a turf conversion program. The examples SAWS names are process and equipment measures such as cooling tower modifications, condensate capture, and process water reclamation. Smart irrigation management is on that list, but for landscape work specifically, SAWS runs separate commercial programs including a Commercial Irrigation Design Rebate, an annual irrigation checkup, and a drought-tolerant grass program.
Watch out: the proposal and application must be approved before the project starts, SAWS may inspect the site before approval and again after completion, and approved projects are governed by a contract.

Your water provider decides, not your city
Commercial eligibility follows the utility that bills the property. A business inside Austin city limits served by a different provider is not automatically an Austin Water customer, and the reverse is also true.

The amount is usually negotiated
Savings-based programs size the rebate to the water the project is projected to save, verified against actual reduction afterward. There is no flat per-square-foot number to quote in a bid.

Funding runs on a fiscal year
Commercial budgets are finite and can close mid-year. Rebates for fall installations may not issue until the new fiscal year begins. Confirm funds are available before you commit a client.
Does an HOA affect multifamily eligibility?
For multifamily and HOA-governed properties, Texas Property Code section 202.007(d-1) limits an association's ability to prohibit certain water-conserving and native landscaping. That matters when a property manager or board is the decision maker on a conversion, since the rebate application and the association approval usually run in parallel.
