Phoenix Water Services launched the Residential Grass Removal Incentive Program in October 2024, paying $2 per square foot for homeowners who remove at least 250 square feet of healthy, living grass. The program is funded by a $5 million budget from Arizona's Water Infrastructure Finance Authority and Phoenix Water Services. As of the most recent reporting, 82% of program funds remained available. Applications are approved first-come, first-served. Pre-approval is required — Phoenix Water Services issues a Notice to Proceed (NTP), and homeowners have six months from the NTP date to complete the project (last verified May 2026, phoenix.gov).

How to apply

  1. Submit an application with photos and square footage estimate at phoenix.gov. Go to the Phoenix Water Services conservation incentives page and complete the Residential Grass Removal application. Include photographs of the existing grass showing the density and condition, the address, and your estimated square footage. Your application date determines your place in the first-come, first-served queue.
  2. Receive your Notice to Proceed (NTP) from Phoenix Water Services. After your application is reviewed and approved, Phoenix Water Services will issue a Notice to Proceed. Do not remove any grass before the NTP is issued. Once you receive the NTP, you have six months to complete the project.   3. Remove the grass and install drought-tolerant landscaping. After receiving the NTP, remove the qualifying grass and replace it with drought-tolerant plants, decomposed granite, or approved water-efficient materials. Photograph the project area before and after. Retain receipts for plants, materials, and contractor work. Complete within 6 months of the NTP date.
  4. Submit completion documentation and receive the $2/sq ft rebate. After completing the project, submit the post-completion documentation to Phoenix Water Services including the after photographs, measured square footage, and receipts. Phoenix will verify the project and process the $2/sq ft rebate payment.

When did the Phoenix grass removal rebate launch?
Phoenix Water Services launched the Residential Grass Removal Incentive Program in October 2024, funded by Arizona's Water Infrastructure Finance Authority (WIFA) and Phoenix Water Services. It is one of the first major residential grass removal rebate programs in the Phoenix metro area.
Does the grass need to be alive to qualify?
Yes. Phoenix Water Services requires the grass to be healthy with at least 75% live coverage density at the time of the application and pre-inspection. Grass that is already dead or dormant may not qualify. Apply before removing or killing the grass.
Is there a cap on how much I can receive?
For standard residential projects up to 5,000 square feet, there is no stated per-project cap at the $2/sq ft rate. Projects above 5,000 square feet are reviewed case-by-case based on available program funds. The total program budget is $5 million, and the program runs first-come, first-served until funds are exhausted.
Does SRP or APS offer a similar rebate in Phoenix?
No. SRP (Salt River Project) does not serve residential water customers in Phoenix — Phoenix Water Services is the residential water utility for the city. SRP partners with East Valley cities like Mesa on their own xeriscape programs, but those are separate from Phoenix. APS is an electric utility and does not administer water conservation rebates.
