  3. For RainSaver: attend workshop first. Free cistern workshop (quarterly) or online course required. Then submit cistern packet.
  4. Complete work and submit documentation. Landscape coupons need photos by November 15. Cisterns need SAWS final inspection.

No. Rebates come from SAWS. Texas law protects rainwater harvesting from HOA prohibition.
